Abstract
It is the theory of international regimes which makes more emphasis on environmental issues. In this vision about moderating international anarchy, environmental issues have received increasing space as a result of governance debates. Consequently, the discussion about whether or not environmental standards and principles have moderated the anarchic nature of the international system is the main focus of analysis. Positioning us from a constructivist perspective, we assert that environmental anarchy is what states make of it. Consequently, it is the dispersion of international environmental norms and institutions a result of the construction made by actors. Besides, their interests determine the possibilities of modifying the structure of international environmental. To demonstrate this, we focus on the major international environmental summits.
