Abstract

The 2030 Agenda for Sustainable Development outlines a global plan of action in favor of a new development model that allows the well-being of humanity to be promoted within the planetary limits. This approach implies a series of transformations in the dynamics of development cooperation. In this context, the European Union has adapted its regulatory framework, creating a series of instruments and initiatives consistent with international law; where more horizontal cooperation modalities are promoted and the role of non-state actors acquires greater relevance, especially civil society organizations (hereinafter CSOs). In this context, the objective of this text is to discuss the central role that CSOs take as key actors for the development and execution of the Sustainable Development Goals (SDGs) of the 2030 Agenda, in which their inclusion and relevance for the achievement of these objectives; in addition to describing and analyzing the way in which they are inserted in the general approach of the European Union cooperation policy and in the EU cooperation mechanisms for civil society organizations active in development policies.
